Gary M Owens, MD, is President of Gary Owens Associates, a consulting practice that provides strategic and tactical services in medical and pharmacy management.

As a part of his consulting practice, he is the Chief Medical Officer for Onco360, an oncology specialty pharmacy, the co-developer of Towers Watson’s Reference Formulary System and its associated management programs, and he consults to over 30 pharmaceutical and device manufacturers regarding launch and reimbursement issues pertaining to managed care.

Previously, Dr Owens served as the Vice President of Medical Management and Policy at Independence Blue Cross (IBC) with responsibilities for medical and pharmacy management, technology evaluation, and medical policy.

Among his accomplishments at IBC was the development of their medical policy process with online access, the launch of a coordinated care management approach to medical management, and the launch of FutureScripts, IBC’s wholly owned PBM.

He is a graduate of the University of Pennsylvania and received his medical degree from Thomas Jefferson University, where he currently is a Senior Scholar for the Department of Health Policy. He has presented extensively on managed care, including at conferences of the Academy of Managed Care Pharmacy, National Association of Managed Care Physicians, Association for Value-Based Cancer Care, and AdvaMed. Dr Owens has written more than 60 articles on managed care, pharmacy, and biotechnology, which have been published in American Health and Drug Benefits, Journal of Managed Care Medicine, American Journal of Managed Care, Journal of Managed Care Pharmacy, and Disease Management.
